GCPTALKS, Inc. GOVERNANCE ARTICLE: Executive Oversight Officers, Operational Directors, and Fiduciary SECTION I — BOARD OF AMBASSADORS

1.1 Identity and Purpose

The Board of Ambassadors is established as a body of official representatives entrusted with protecting the oversight powers of the Founder & President and ensuring the mission of GCPTALKS, Inc. is carried out with integrity, compassion, and diligence.

These officers serve as:

  • The eyes and ears of the Founder & President

  • Advocates for the underprivileged

  • Strategic partners in nonprofit development

  • Lifetime officers, with the right to retire at their discretion

  • Cabinet‑level executive officers


1.2 Oversight Mandate

The Board of Ambassadors shall:

  • Safeguard the Founder & President’s mission and vision

  • Protect the Founder & President’s oversight powers

  • Ensure that all mission initiatives are being accomplished

  • Represent the Founder & President in official capacities

  • Support development procedures and operational structuring

  • Work with staff, donors, and partners to advance the organization


1.3 Voting Authority

The Board of Ambassadors shall hold special voting sessions under the Board Act of the Ambassadors, specifically to:

  • Protect the Founder & President’s vision

  • Approve or advise on mission‑critical development

  • Support organizational expansion and program advancement


SECTION II — CHIEF OF STAFF (CoS)

2.1 Role and Identity

The chief of staff is a high‑level strategic partner to the founder & president, serving as

  • A strategic integrator

  • A gatekeeper of time, energy, and priorities

  • A cross‑departmental coordinator

  • A proxy for the Founder & President when required


2.2 Key Responsibilities

  • Strategic Planning: Drives organization‑wide planning and ensures alignment with mission.

  • Board & Stakeholder Management: Prepares board materials and stewards funder relationships.

  • Operational Optimization: Improves decision‑making and cross‑functional collaboration.

  • Project Management: Leads high‑priority projects that span multiple departments.

  • Executive Support: Handles internal communications and resolves organizational issues.


2.3 Oversight & Reporting

The Chief of staff shall:

  • Brief the Founder & President on policy violations

  • Report staff misconduct and code‑of‑conduct breaches

  • Coordinate with the Executive Office Manager

  • Support the Founder & President in governance and operations


2.4 Experience Requirement

The CoS must possess:

  • 10–15 years of leadership experience

  • Strong interpersonal and influence skills

  • Ability to manage complexity and organizational transformation


SECTION III — OUTREACH DIRECTOR

3.1 Mission and Identity

The outreach director is a community‑driven, advocacy‑centered officer responsible for

  • Representing GCPTALKS in the community

  • Advocating for the needy

  • Mobilizing volunteers, donors, and partners


3.2 Powers and Responsibilities

The outreach director may

  • Request support from all department leaders

  • Mobilize fundraising directors

  • Write to foundations, retailers, nonprofits, individuals, and government offices

  • Attend events to secure funds

  • Promote giving and community engagement

This office reflects the founder & president's own heart for community giving.


SECTION IV — FIELD DIRECTOR

4.1 Safety & Compliance Authority

The Field Director is responsible for:

  • Ensuring all departments meet GCPTALKS Safety Act standards

  • Conducting safety inspections

  • Managing evacuations and emergency responses

  • Providing safety training weekly and as needed

  • Protecting staff, visitors, and property


4.2 Investigative Authority

The Field Director and Deputy shall:

  • Investigate operational threats

  • Prevent fraud and malicious intent

  • Protect meetings, events, and facilities

  • Gather field intelligence for operational improvement


SECTION V — GRANT APPLICATION DIRECTOR

5.1 Authority

The Grant Application Director shall:

  • Request, prepare, and submit grant applications

  • Investigate community needs

  • Manage monthly and annual grant cycles

  • Maintain receipts and compliance record


5.2 Fraud Prevention

This office must:

  • Examine all grant requests carefully

  • Verify eligibility

  • Ensure applicants are U.S. citizens or legal residents

  • Direct applicants to government offices when appropriate

Funds must follow the Treasurer’s Rules Act and the founder & president's directives.



SECTION VI — EXECUTIVE DEPUTY TREASURER

6.1 Fiduciary Responsibility

The Executive Deputy Treasurer is responsible for:

  • Safeguarding all funds

  • Providing full accounting of every dollar collected

  • Ensuring compliance with donor intent

  • Supporting GCPTALKS and GarthCharityProjects initiatives


SECTION VII — FUNDRAISING DIRECTORS

7.1 General Fundraising Director

  • Certified funds officer

  • Registers all official fundraising collections

  • Supervises all other fundraising personnel

  • Reports to the Founder & President and Treasurer


7.2 Marketing Fundraising Director

  • Certified funds officer

  • Oversees marketing‑based fundraising

  • Supervises all marketing fundraising activities


7.3 Natural Disaster & Wellness Fundraising Director

  • Certified funds officer

  • Oversees disaster‑relief fundraising

  • Supervises all wellness‑related fundraising activities


SECTION VIII — EXECUTIVE LIAISON OFFICERS

8.1 Liaison Officer of Operational Programs

This officer shall:

  • Work with the Operational VP and Director

  • Advocate for program development

  • Request supplies, furniture, and sponsorships

  • Meet with companies, nonprofits, and foundations

  • Support student, homelessness, research, and food pantry programs


8.2 Liaison Officer of Operational Projects & Development

This officer shall:

  • Coordinate officers and departments

  • Communicate new and existing rules

  • Hold meetings on behalf of the Founder & President

  • Work with assistant vice presidents, chamber officers, and executive office staff

  • Advocate for funds and present operational needs

  • Support GCPTV and GCPTALKS Radio initiatives


SECTION IX — WORKSHOP DIRECTOR OF STAFF & COORDINATION

9.1 Responsibilities

The Workshop Director shall:

  • Develop arts, ideas, and community projects

  • Organize brochures, bulletins, and program schedules

  • Coordinate community sessions and special events

  • Support cancer survivor gift programs

  • Work with the General Fundraising Director for program funding


SECTION X — DIRECTOR OF AWARENESS & WELLNESS

10.1 Mission

This office investigates awareness issues and wellness needs, determining:

  • The level of intervention

  • The resources required

  • The staff needed for research and fieldwork


10.2 Department Structure

This department shall include:

  • A Director

  • A Deputy

  • A Deputy Assistant

  • Three Liaison Officers

  • Ten Clerks


10.3 Oversight

The chief of staff and executive office manager shall develop this department to ensure the following:

  • Proper research

  • Community outreach

  • Wellness support

  • Crisis response
