Preamble

The Office of the Senior Executive Vice President (SEVP) is established as one of the highest executive offices within GCPTALKS, Inc. This office functions directly under the Founder & President and serves as the principal overseer of the Senior Vice President, the Chamber, the Cabinet Session of the Hall, and all executive operations assigned by the governing instruments of the organization.

The Senior Executive Vice President carries a fiduciary mandate to uphold the mission, governance standards, and operational integrity of GCPTALKS, Inc., in accordance with the bylaws, constitution, and standard policy.



1. Executive Oversight Authority

The Senior Executive Vice President shall:

  • Oversee the work, conduct, and performance of the Senior Vice President, who serves as the SEVP’s eyes and ears within the organization.

  • Receive reports, updates, and operational matters from the senior vice president and relay them to the founder & president when required.

  • Ensure that all executive operations align with the governing policies established by the bylaws and constitution.

  • Maintain continuous oversight authority whether the Founder & President are on-site or off-site.

The SEVP is the primary supervisory authority over the senior vice president and ensures that all executive functions operate in accordance with GCPTALKS’ governance standards.


2. Oversight of the Chamber and Cabinet Session of the Hall

The senior vice president, under the supervision of the SEVP, shall:

  • Review the works of the Chamber

  • Review the works of the Cabinet Session of the Hall

  • Ensure that all legislative, administrative, and operational activities are properly documented and reported

The SEVP holds the authority to:

  • Direct the Senior Vice President in matters of chamber review

  • Request reports, clarifications, and updates

  • Ensure compliance with governance procedures

This structure ensures a clear chain of command and a transparent flow of information.


3. Coordination with Vice Presidents

3.1 Special Vice President

The special vice president shall work directly with the senior executive vice president to:

  • Execute special assignments

  • Support chamber and cabinet operations

  • Assist in administrative and programmatic tasks

  • Ensure timely completion of organizational objectives


3.2 Senior Communications Vice President

The senior communications vice president shall collaborate with the SEVP to:

  • Communicate directives

  • Ensure clarity and accuracy in internal and external messaging

  • Support executive announcements, updates, and organizational communications

The SEVP ensures that communication between offices remains aligned, professional, and mission‑driven.


4. Reporting Structure

The Senior Vice President shall:

  • Report directly to the Senior Executive Vice President

  • Provide updates on chamber activities, cabinet sessions, staff performance, and operational matters

  • Relay concerns, issues, or recommendations to the SEVP for executive review

  • Support the SEVP in maintaining organizational order and efficiency

The SEVP shall:

  • Report major matters to the Founder & President

  • Ensure that all executive offices operate in compliance with governance policy

  • Maintain oversight of the Senior Vice President’s performance and duties


5. Fiduciary Portfolio & Standard Policy Compliance

The duties of the senior executive vice president are formally documented within the Fiduciary Portfolio Folder, which includes

  • Standard policy requirements

  • Ethical and fiduciary obligations

  • Executive procedures

  • Reporting protocols

  • Oversight responsibilities

  • Governance compliance expectations
