Private Backing Act — Donor Privacy, Security, and Confidential Support Policy

Section 1. Purpose of the Private Backing Act

The Private Backing Act of GCPTALKS, Inc. establishes the official policy governing confidential donor support, private contributions, and restricted disclosure of donor information. This Act protects donors who wish to support GCPTALKS, Inc. privately while ensuring full compliance with federal, state, and international nonprofit regulations.

Private backing is a recognized and adopted policy of the GCPTALKS, Inc. bylaws and constitutional governance.

Section 2. Definition of Private Backing

“Private Backing” refers to the following:

1. A donor’s right to support GCPTALKS, Inc. without public disclosure of their name or personal information.

2. A donor’s right to request that their contribution remain confidential on all public platforms, including GCPTALKS.org.

3. A donor or foundation privately funding GCPTALKS operations for:

   • One week

   • Biweekly

   • One month

   • Six months

   • One year

   • Or any agreed‑upon term

4. A donor’s right to keep their identity private unless disclosure is required by law or requested by authorized government agencies.

"Private backing" means your information is protected, respected, and never revealed without your knowledge or consent.

Section 3. Transparency & Legal Compliance

GCPTALKS, Inc. is a federally recognized 501(c)(3) nonprofit organization (EIN: 83‑3626977) and must comply with:

• IRS regulations

• Federal and state audit requirements

• Government agency inquiries

• Nonprofit transparency laws

While GCPTALKS.org does not publicly reveal private donor information, the organization will share required information with:

• The IRS

• Federal auditors

• State auditors

• Authorized government agencies

• Law enforcement, when legally necessary
