1. Leadership and Vision

Founder & President: Garth B. Thompson

  • Creator of the 50+ Initiatives and future 500+ expansion.

  • Senior Executive Director of Operations.

  • Holder of the vision and mission behind all GCPTALKS initiatives.

  • Sole presenter of the Initiative Agenda.

The Founder and President introduces each Initiative Bill, guiding the organization’s charitable direction.

2. Cabinet Session Structure

The Cabinet Session Hall is the official chamber where Initiative Bills are debated.

Participants include:

  • Cabinet members

  • Department leaders

  • President-Secretary

  • Speaker of the Cabinet Session

  • Sergeant-at-Arms (opens each session with a prayer)

  • Executive Office Manager

These individuals uphold fiduciary duties and must take an oath before a judge, attorney, respected official, pastor, or notable public figure.

3. The Initiative Bill Process

Step 1 — Drafting the Initiative

An Initiative may begin as:

  • A proposal document

  • A rough draft

  • A well-presented case file

  • A video, article, or graphic awareness piece

The “Explainer” presents the case, supported by unclassified evidence and community material.

Step 2 — Department Review

Department leaders:

  • Discuss the case

  • Identify needs

  • Add recommendations

  • Work with the Executive Office Manager to shape the budget

Step 3 — Cabinet Debate Session

In the Cabinet Session Hall:

  • Leaders debate the initiative

  • Solutions are proposed

  • A charitable benefits package is formed

  • A preliminary budget is drafted

Step 4 — Board Review and Voting

The following bodies receive the Initiative Bill:

  • Founder & President

  • Board of Directors

  • Board of Ambassadors

They review:

  • Evidence (classified/unclassified)

  • Attachments

  • Budget proposals

A vote is held. If passed, the Founder & President signs the bill into the Bylaws and Constitution.

A signed copy is placed in the Nonprofit Library for donors to read.

Step 5 — Emergency Initiative Bills

In urgent cases:

  • Only the Board of Directors and Board of Ambassadors must review

  • The Founder & President signs immediately

  • Policy may still be added to the bylaws afterward

4. Transparency and Evidence Handling

GCPTALKS maintains strict evidence protocols:

Unclassified Evidence

  • May be shown publicly

  • May be displayed in the nonprofit library

  • Helps donors understand the cause

Classified Evidence

  • Protected for privacy

  • Only shared internally
