A BILL

To establish federal protections for nonprofit organizations, safeguard digital and operational integrity, and authorize internal governance bodies of GCPTALKS, Inc. to regulate, amend, and enforce nonprofit protection standards under the oversight of the Founder and President.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


SECTION 1. SHORT TITLE.

This Act may be cited as the “GCPTALKS 501(c)(3) Nonprofit Protection Act.”


SEC. 2. PURPOSE.

The purpose of this act is to

1. Protect nonprofit organizations from misconduct, digital interference, and unauthorized access.

2. Establish internal governance authority for GCPTALKS, Inc., to regulate, amend, and enforce nonprofit protection standards.

3. Strengthen accountability for individuals and entities interacting with nonprofit systems.

4. Empower GCPTALKS leadership bodies to introduce and adopt policy amendments under the oversight of the Founder and President.


SEC. 3. DEFINITIONS.

For purposes of this Act:

1. “GCPTALKS Governance Bodies” include the Board of Directors, the Executive Office Ambassador, the Board of Ambassadors, the Executive and Senior Vice President, the Ambassador General Secretary, and the Secretary of Society.

2. "Founder and President” refers to Garth B. Thompson, the chief steward and director of GCPTALKS governance and policy oversight.

3. "Policy Amendment Legislation” means any internal legislative proposal intended to modify, expand, or correct gaps within GCPTALKS protection policies.


SEC. 4. INTERNAL GOVERNANCE AND OVERSIGHT AUTHORITY.

(a) Oversight Mandate of the Founder and President.

The Founder and President of GCPTALKS, Inc., Garth B. Thompson, shall hold primary oversight authority to:

1. Regulate nonprofit protection policy

2. Enforce compliance standards

3. Approve or veto internal policy amendments

4. Direct governance bodies in matters of organizational protection

(b) Authority to Introduce Policy Amendments.

The following GCPTALKS governance bodies may introduce internal legislation to amend, correct, or expand the Protection Act:

1. The Board of Directors

2. The Executive Office Ambassador

3. The Board of Ambassadors

4. The Executive and Senior Vice President

5. The Ambassador General Secretary

6. The Secretary of Society

(c) Conditions for Amendment Introduction.

Any amendment introduced must:

1. Address a policy gap, operational need, or emerging risk

2. Align with federal 501(c)(3) standards

3. Be submitted for review to the Founder and President

4. Receive approval before adoption


SEC. 5. ENFORCEMENT OF POLICY TERMS.

(a) Enforcement Authority.

The Founder and President, in coordination with the Board of Directors, shall enforce:

• Digital security standards

• Vendor and contractor accountability

• Staff and volunteer protections

• Fundraising and program integrity requirements

(b) Amendment Implementation.

Once approved, amendments become binding organizational policy and must be enforced across all GCPTALKS departments and programs.

This Act and all future amendments shall be certified under the authority of:
