Articles for Organizational Bylaws & Federal Consideration Established April 30, 2019

Article I – Staff Safeguard Act

(Section 1)

Under the 501(c)(3) designation of GCPTALKS, Inc., the Founder and President—along with the Board of Directors, Vice President, Assistant Vice President, Executive Ambassadors, Executive Office Manager, Department Leaders, and all other organizational ranks—shall uphold the Staff Safeguard Act.

This act ensures:


Protection of all staff, volunteers, and leadership personnel

• A safe, respectful, and harassment‑free workplace

• Oversight of staff well‑being as a shared responsibility of executive leadership

• Protection of all individuals who contribute to the mission of the organization

All staff members are recognized as the working force of the mission, and their safety is a top priority of GCPTALKS, Inc., and Garth Charity Projects, Inc.


Article II – 501(c) (3) Nonprofit Protection Act

(Section 2)

Under this act, GCPTALKS, Inc. shall:

  • Maintain a safe working environment for all staff and volunteers

  • Protect board members and executives from violence, threats, harassment, fraud, and misconduct

  • Ensure that no staff member—paid or volunteer—is treated unfairly

  • Safeguard donors, sponsors, vendors, investors, and awareness clients from any form of violation

Violation cases shall be reviewed and processed through:

  • Executive Office Manager

  • Assistant Vice President

  • Special Vice President

  • Executive Office Ambassador

  • Ambassador General Secretary

  • Senior Vice President

  • Executive Vice Board of Directors

  • Founder and President of the Review Board

This structure ensures accountability, transparency, and due process.


Article III – Federal Nonprofit Staff Protection Bill

(Section 3)

GCPTALKS, Inc., proposes that Congress and the Senate acknowledge a Federal Nonprofit Staff Protection Bill, recognizing that:

  • Nonprofit workers operate under state and federal 501(c)(3) law

  • Nonprofit staff should be protected similarly to government‑affiliated personnel

  • Threats, physical harm, or harassment toward nonprofit workers should carry legal penalties, including fines and potential imprisonment

GCPTALKS, Inc. will ensure that:

  • All facilities are secured

  • Security personnel are present when necessary

  • Staff safety remains a federal and organizational priority


Article IV – 501(c)(3) Staff Meal Act of Kindness

(Section 4)

The Founder and President, along with the Board of Directors and Executive Office Ambassadors, shall implement the Staff Meal Act, which provides:

  • A designated lunch space at any GCPTALKS facility

  • A monthly staff meal covered by the organization

  • A snack package program to support staff wellness during work hours

  • A healthy‑pathway initiative promoting staff morale and well‑being

This act ensures that staff members are supported physically and emotionally while serving the mission.


Article V – 501(c) (3) Staff Bonus Boost Act

(Section 5)

GCPTALKS, Inc. shall provide holiday and seasonal incentive bonuses to staff, including:

  • Easter

  • Fourth of July

  • Labor Day

  • Thanksgiving

  • Christmas

  • New York Bonus

These bonuses are funded through:

  • Grants

  • Fundraising events

  • Brand partnerships

  • Investor and sponsor support

  • Donor contributions

  • Retail collaborations

The program is managed by:

  • The Board of Directors

  • Founder & President

  • Executive Office Ambassadors

  • Brand Ambassadors

  • Outreach Director

  • Marketing Director (fundraising manager)

Additional protections include:

  • Staff vacation and sick time

  • Insurance programs

  • Family incentive packages

  • A bereavement care package for families of deceased staff members

These provisions operate under the GCPTALKS, Inc. 501(c)(3) Protection Act and are recognized as part of the organization’s constitutional bylaws.
